Techno-Functional Architect — Oracle Fusion Talent Management & Compensation

We are seeking an experienced Techno-Functional Architect to lead the design, configuration, and delivery of solutions within the Oracle Fusion Talent Management module, with strong hands-on expertise in Compensation Management. The ideal candidate will bridge functional business requirements with technical implementation, acting as a subject matter expert who can architect scalable solutions, troubleshoot complex data/integration issues, and guide both technical teams and business stakeholders through Oracle Cloud HCM initiatives.
This role requires someone equally comfortable configuring talent review templates, succession plans, and compensation plans as they are writing and optimizing complex SQL/PL-SQL, BI Publisher reports, HCM Extracts, and integrations.
Key Responsibilities
- Architect end-to-end solutions across Oracle Talent Management (Talent Review, Succession Planning, Talent Pools, Performance Management, Career Development, Profile Management) and Compensation Management (Workforce Compensation, Individual Compensation, Total Compensation Statements).
- Translate business requirements into functional design documents (FDDs), configuration workbooks, and technical design documents (TDDs).
- Lead configuration of Talent Review templates, box charts, rating models, succession plans, and compensation plans/budgets/worksheets.
- Design and build integrations using HCM Extracts, HDL (HCM Data Loader), OTBI, BI Publisher, Fast Formulas, and REST/SOAP web services.
- Analyze and resolve complex data issues, including reviewing underlying Oracle Fusion tables (e.g., HRR_MEETINGS, PER_ALL_PEOPLE_F, CMP tables) and validating join logic, mandatory vs. optional field behavior, and data integrity across releases.
- Partner with HRIS and Compensation business teams to gather requirements and recommend best-fit Oracle solutions.
- Support quarterly Oracle release updates — assess new features (Redwood UX changes, new filters, template enhancements), test impact, and provide recommendations to stakeholders.
- Write and optimize SQL/PL-SQL queries and OTBI/BIP reports for talent, performance, and compensation reporting needs.
- Conduct root-cause analysis for production issues, document findings, and communicate resolutions clearly to both technical and non-technical audiences.
- Provide technical governance, code/config review, and mentorship to junior functional and technical consultants.
- Support UAT, cutover planning, and post-go-live hypercare for Talent and Compensation cycles (e.g., annual compensation planning, calibration cycles).
Required Skills & Experience
Functional Expertise
- Deep hands-on experience with Oracle Fusion Talent Management: Talent Review meetings, templates, box charts, rating models, succession plans, talent pools, profile management.
- Strong experience with Oracle Fusion Compensation: Workforce Compensation cycles, budget pools, eligibility profiles, compensation plans, Individual Compensation, Total Compensation Statements.
- Working knowledge of adjacent modules: Performance Management, Goal Management, Career Development, Global HR (organizations, jobs, positions).
- Understanding of security (data roles, HCM security profiles) as it relates to talent and compensation data visibility.
Technical Expertise
- Strong SQL/PL-SQL skills; ability to analyze Oracle Fusion schema (e.g., HRR_MEETINGS, PER_*, CMP_* tables) and troubleshoot join/data population issues.
- Hands-on experience with HCM Extracts, HDL/HSDL, Fast Formulas, OTBI, BI Publisher (RTF/eText templates), and Oracle Integration Cloud (OIC) or equivalent middleware.
- Familiarity with REST and SOAP web services for Oracle Fusion integrations.
- Experience with Redwood page personalization and Transaction Design Studio (TDS) is a plus.
Other Requirements
- Prior experience leading or supporting full-cycle Oracle Fusion HCM implementations (design, build, test, deploy, hypercare).
- Strong analytical and troubleshooting skills — comfortable digging into data discrepancies and explaining technical root causes to business stakeholders in plain language.
- Excellent written and verbal communication skills; ability to prepare clear technical documentation and stakeholder-facing summaries.
- Oracle Fusion HCM certification(s) in Talent Management or Compensation preferred, not mandatory.
Preferred Qualifications
- Bachelor's degree in Computer Science, Information Systems, HR Technology, or related field.
- Experience working in Agile/Scrum delivery environments.
- Exposure to multiple Oracle Cloud release cycles (managing quarterly update impact assessments).
- Prior experience in a techno-functional capacity — not purely functional or purely technical — with proven ability to switch between configuration, technical debugging, and stakeholder communication.
